WFP - Needs Assesment on Drought Early Warning Mechanisms to Enhance the Implementation of Anticipatory Actions

Background:

One of the key components of Anticipatory Actions approach is Early Warning mechanism. In Indonesia, various technical ministries are mandated by law to monitor specific hazards and produce early warnings to inform decision-making by policymakers. In 2022, WFP Indonesia has conducted a scoping study across five provinces to assess the operation of the existing early warning systems. One of the findings was that early warning messages are often vague, lack detailed information and providing only generic descriptions of potential impacts. In 2023, WFP organized a National Dialogue on Anticipatory Actions, bringing together participants from national and provincial government, as well as non-governmental stakeholders. During this dialogue, it was also identified that Early Warning mechanism is critical area that needs improvement to enhance response to potential disasters and reducing its impact on communities. This highlights the need to better understand what specific information is required by key stakeholde

Aims & Objectives:

To conduct a drought early warning need assessment from user perspective to enhance the anticipatory action implementation in Indonesia, specifically focusing on the needs around :

1) content of the early warning messages;

2) dissemination channels, and

3) early warning-based planning, decision-making and action.


To understand the needs of various users including government agencies and communities regarding drought disaster early warning to enhance the operationalisation of anticipatory action in Indonesia.

Develop a comprehensive recommendation for the implementation of effective drought early warning products that can be integrated into the Disaster Management Agency’s (BNPB) Prevention Dashboard. Provide recommendation for enhancing operational drought early warning for improve implementation of Anticipatory Action. Support the creation of a robust and user-oriented drought early warning system that enhances the capability of the BNPB to monitor, predict, and respond to droughts based on the early warnings, reducing their sectoral impact on communities.

Scope:

Indonesia, with case studies in East Nusa Tenggara (NTT) Province and West Nusa Tenggara (NTB) Province
